it's possible other gms would also vote stevens bc they're impressed he saved a bunch of money whilst finishing 2nd in the conference. but i still think that was coaching and scheme more than personnel and management. like, maybe stevens can pick high character guys who will do what the coach says--and that matters! but...that's also still about the coach knowing how to get things done.
