According to ESPN, Luka Doncic contacted Smart and convinced him to move to the Lakers

Smart began his career in «Boston», where he played in the playoffs in his first 9 seasons. He spent the last two years in «Memphis» and «Washington», missing playoffs and appearing on the court in 54 games.

Suns and Bucks were also interested in Smart's services, who had the opportunity to negotiate with the player.

They can't sign Smart before they waive Shake or trade someone

The Lakers plan to waive guard Shake Milton to create the roster spot to sign Smart, sources told ESPN. Milton's $3 million contract for next season would have become fully guaranteed on Sunday

Quite an impressive group of NBA high level / above veteran minimum salaried players we have now this season playing literal "career contract years" (extremely important next contracts that will reflect their value in the NBA going forward at strategic ages) topped by Luka just wanting to destroy all opponents and get his proper reputation back. So Smart just joined the club too, with the caveat the rest of the guys are actually here. Probably a trade coming too.
